From Rio to Copenhagen and Kyoto, climate negotiation has gone the rounds of the world for the last twenty years in a diplomatic dance that will start up again in Paris in November, on a larger scale, with COB 21. What are the issues with these dealings? Have the positions of some (the Northern countries, Russia) and others (the Southern countries, China) changed? Is this multilateral diplomacy adapted to the problems relating to the planet's future?
