At the origin of the project for the city of Sakaide in Japan, Otaka designed an artificial ground to be placed like a slab over the top of the old and densely-populated salt marsh workers' district.
Instead of razing the existing city, Masato Otaka created a new urban typology and experimented with a ground-breaking form of urban extension based on superimposition. He became known for developing the concept of "collective forms" and the importance he placed on the ground, within the group of metabolist architects that formed in Japan in the 1960s.
